To combine images into one PDF, add them all to ToolistHub's free JPG to PDF tool, put them in the order you want, choose a page size and select Create PDF. Each image becomes one page of a single PDF. JPG to PDF takes JPG, PNG, WebP, GIF and BMP images and works in your browser, so your images are not uploaded.

Below are the steps, how to choose the page size and margins, what happens to phone photos and image quality, and the limits.

How to combine images into one PDF

  1. Open JPG to PDF. Go to the JPG to PDF page on your computer or in your phone's browser.
  2. Add your images. Select Choose images, or drag them onto the drop area. You can pick several at once and add more later.
  3. Put them in order. Each image appears in the list with a preview. Use Move up and Move down until the list is in page order: the top image becomes page 1.
  4. Choose the page layout. Pick A4, US Letter or Same as image, then an orientation and a margin (see below).
  5. Select Create PDF. The PDF is made in your browser and opened again to check it before it is offered.
  6. Select Download PDF. The file is named after your first image, so photo.jpg gives photo.pdf.

Which page size to choose

A4 and US Letter make every page the same paper size, which suits anything you will print or upload to a form. Each image is scaled to fit inside the margins and centred, keeping its proportions, so nothing is stretched or cropped.

Same as image makes each page the size of its picture at 96 pixels per inch, so a 1920 × 1080 screenshot gives a 20 × 11.25 inch page. It suits screenshots and slides that people will read on a screen.

  • Orientation: Automatic gives wide images a landscape page and tall images a portrait page. You can also make every page portrait or landscape.
  • Margin: none, small (0.5 inch) or large (1 inch) around each image on A4 and Letter pages.

Small images are enlarged to fill an A4 or Letter page, so a low-resolution picture can look soft when it is printed.

Phone photos, quality and privacy

Phones often store photos sideways and record which way is up in the photo's EXIF data. JPG to PDF follows that record, mirrored photos included, so every photo appears upright in the PDF, just as it does in your gallery. The previews in the list show each page the way it will look.

JPG photos are copied into the PDF as they are, without being compressed again, so they keep their resolution and detail. PNGs without transparency are copied the same way. WebP, GIF and BMP images, and PNGs with transparency, are stored with lossless compression: they look the same, but the PDF can be larger than the image files.

Camera details, dates and GPS locations stored in your photos are left out of the PDF. Only the pictures and their colour profiles go in.

Limits to know

  • Up to 100 images and 100 MB in total in one PDF.
  • Image size: each JPG can be up to 200 megapixels and each PNG up to 50. WebP, GIF and BMP images, and PNGs with transparency, can be up to 16.7 megapixels.
  • Formats that can't be added: HEIC photos from iPhones, AVIF and animated images. Share or export a HEIC photo as JPG first.

Other ways to combine images into a PDF

On a Mac, Finder can do it without a website: select the images, Control-click them and choose Quick Actions, then Create PDF. Apple's guide to combining files into a PDF on Mac notes that the files appear in the PDF in the order you select them.

To put images and existing PDFs in one file, turn the images into a PDF first, then join the PDFs with Merge PDF. If the finished PDF is too large to email, Compress PDF can make its photos smaller.

Frequently asked questions

How do I combine multiple JPGs into one PDF?

Add all the JPGs to JPG to PDF at once, put them in order with Move up and Move down, and select Create PDF, then Download PDF. Each JPG becomes one page of the same PDF.

Can I convert JPG to PDF on my phone?

Yes. Open JPG to PDF in your phone's browser, choose the photos from your library or files, and download the PDF. A HEIC photo has to be shared or exported as JPG before you add it.

Does converting JPG to PDF reduce the quality?

No. JPG to PDF copies JPG photos into the PDF without compressing them again, so they keep their resolution. A small image placed on an A4 or Letter page is enlarged to fit, which can make it look soft.

Is JPG to PDF free?

Yes. It needs no account and adds no watermark, and because it runs in your browser, there is no hourly limit on how often you use it.

Conclusion

Combining images into one PDF takes a minute: add them to JPG to PDF, set the order and the page size, and download a single file. JPG to PDF keeps your images on your device, and JPG photos keep their quality.
